[Paris, France: August 15, 2023] - JusticeMakers Bangladesh in France (JMBF), a human rights organization based in France, expresses deep anguish and concern over the lack of criminal action against the accused individuals responsible for the harassment, demands for housing allowance, and attacks faced by the Hijra community in Chapainawabganj. Despite enduring these issues for two months, no substantial action has been taken against the perpetrators.
JMBF strongly urges an immediate and thorough investigation to identify the individuals involved in this incident, followed by the filing of criminal cases and the imposition of exemplary punishment through a transparent trial process.
Reliable sources have reported that Ranju Khan, a former UP member of Barogharia Union Parishad in Chapainawabganj Sadar Upazila, along with his associate Roman, demanded substantial monetary contributions from the Hijra community, amounting to Tk 1 lakh for each of the 40 houses designated by the government for the third gender community. This demand was accompanied by various forms of harassment, including physical violence against Hijra members. Despite the physical assaults, Ranju and Roman have exhibited no remorse. Furthermore, Ranju Khan attempted to forcefully appropriate a pond allocated for the use of the third gender community adjacent to the shelter project. He has also been using threats and intimidation to deter the third gender community from accessing their rightful space. Due to the continuous torment inflicted by Ranju Khan, members of the third gender are unable to inhabit houses gifted to them by the Prime Minister.
On June 7, 2023, the third gender community staged a protest in front of the Chapai Nawabganj district administration office, appealing for the intervention of the relevant authorities. Regrettably, two months have passed since this incident occurred, and yet no criminal action has been initiated against Ranju Khan and his accomplices.
Shahanur Islam, the Founder President of Justicemakers Bangladesh in France (JMBF) and a distinguished human rights lawyer, expressed profound disappointment at the lack of decisive action against Ranju Khan and his associates, even after two months since the incident transpired. Advocate Shahanur Islam asserts that the injustices faced by the third gender community in Chapainawabganj are not isolated events, but rather indicative of the broader human rights violations committed against sexual minority communities across the nation.
In his statement, Advocate Shahanur Islam highlighted that the failure to take appropriate measures against those responsible for violence against marginalized groups, such as sexual minorities and the third gender community, often emboldens criminals to perpetrate further human rights violations. He strongly advocates for the immediate enactment and enforcement of a Sexual Minority Protection Act, which would serve to repeal Section 377 of the Penal Code, thereby ensuring the safeguarding of the rights and dignity of sexual minorities.

রোমান তৃতীয় লিংগের সদস্যদের জন্য সরকার কর্তৃক বরাদ্দকৃত ৪০টি ঘর বসবাস করার জন্য
প্রতিটি ঘরের জন্য ১ লাখ টাকা চাঁদা দাবি ও নানারকম হয়রানি করে। এমনকি হিজরাদেরকে মারধরও
করা হয়েছে। মারধরের পরও নানরকম ভয়ভীতি দেখায় রঞ্জু মেম্বার ও তার সহযোগী রোমান। তাছাড়া,আশ্রয়ণ
প্রকল্পের সামনে থাকা তৃতীয় লিঙ্গের সদস্যদের ব্যবহারের জন্য বরাদ্দকৃত একটি পুকুর
জোরপূর্বক দখল নেওয়ার চেষ্টা করে অভিযুক্ত রঞ্জু মেম্বার। তৃতীয় লিঙ্গের সদস্যরা বাঁধা
প্রদান করলে তাদের বিভিন্নভাবে হুমকি, ভয়-ভীতি ও হয়রানি করে। রঞ্জু মেম্বারের অত্যাচারের
কারণে প্রধানমন্ত্রীর উপহারের ঘরে থাকতে পারছে না তৃতীয় লিঙ্গের সদস্যরা। ঘটনার বিষয়ে
গত ৭ জুন ২০২৩ তারিখে তৃতীয় লিঙ্গের সদস্যরা চাঁপাই নবাবগঞ্জ জেলা প্রশাসন কার্যালয়ের
সামনে একটি মানবন্ধন করে সংশ্লিষ্ট কর্তৃপক্ষের হস্তক্ষেপ কামনা করে। ইতোমধ্যে ঘটনার
দু’মাস পেরিয়ে গেলেও
অভিযুক্ত রঞ্জু মেম্বার ও তাঁর সহযোগিদের বিরুদ্ধে ফৌজদারী আইনে ব্যবস্থা গ্রহণ করা
হয় নাই।
