HUMAN RITHS REPORT: For the month of April 2010


Despite of promising to protect and promote human right in Bangladesh by the Government, the incident of human rights violation is gradually increasing.

(The State of Human Rights for the period of April 2010)

Bangladesh Institute of Human Rights (BIHR) is a non-profit, non-governmental organisation registered with the Department of Social Welfare, Government of the Peoples Republic of Bangladesh based on United Nation Declaration of Human Rights (UDHR) dedicated to promote and protect human rights in Bangladesh. BIHR published its state of Human Rights for the period of April 01 to April 30, 2010. The report was prepared by the research and documentation cell of BIHR on the basis of report published in 12 national news paper, fact-finding mission and direct sources of BIHR. BIHR is deeply concerned over the gradually increasing the human rights violation in Bangladesh. Adv. Shahanur Islam, the Secretary General of BIHR asks the Government to stop the all kind of violation as well as demands to investigate and bring the allege perpetrators before the book by proper investigation.

Human Rights Violation by State Party

Torture:

BIHR means “torture” as the violation of human rights anywhere in Bangladesh by any unfair means by the personnel of the law enforcing agencies. During the reporting period April 01 to 30, 2010 in several places in Bangladesh836 people were tortured by law enforcing agencies. Among them 776 people were tortured by policemen, 37 people were tortured by Border Guard of Bangladesh (BGB), 6 people were tortured by Rapid action battalion (RAB) and 17 people were tortured by member of Ansar.

Death due to Killing:

During the reporting period, law enforcement agencies killed 10 people in deference places in Bangladesh. Among them 3 people were killed policemen and 7 people were killed by Rapid action battalion (RAB). Among the incident 7 people were killed in the name of so called gun shooting and 2 people were killed in the name of cross fire.

Death in Custody:

During the reporting period 06 people were died in jail custody. Among deaths 2 people were alleged perpetrators of BRD mutiny, 1 of them was prisoner and others 3 were general people under trial. 

Border Conflict:
                                                                                                      
During the reporting period, 11 incident of human rights violation were perpetrated by the Border Security Force (BSF), India. Among the incident 4 Bangladesh citizen were killed by shooting, 6 people were tortured and 1 people was abducted by the BSF.
                                                           
                                                  Organized Violence                                                        

Death due to Political Violence:

During the reporting period 19 political leaders, activist and supporter were killed in deferent political parties in Bangladesh. Among of them 11 were the leaders, activist and supporter of the ruling party Bangladesh Awami league and its associated wings, 5 were leaders, activist and supporters of Bangladesh nationalist Party (BNP) and its associated wings and 3 were other party’s and general people.

Injured due to Political Violence:

During the reporting period 818 political leaders, activist and supporter were injured in deferent political parties in Bangladesh. Among of them 549 were the leaders, activist and supporter of the ruling party Bangladesh Awami league and its associated wings, which of them 382 were injured due to inter party clash and rest of them injured by the hand of the BNP and others. Meanwhile, 269 leaders, activist and supporters of Bangladesh nationalist Party (BNP) and its associated wings were injured which of tem 74 were injured due to inter party clash and rest of them injured by the hand of Bangladesh Awami League and others.

Minority Repression:

During the reporting period 19 incidents of human rights violation were taken place against the minority community in Bangladesh. Among them attacked on the family of minority Hindu community people; molested the Hindu women and children; land grabbing; attacked on Hindu temple; destroyed religious images; destroyed the crops, looted valuables things at Manikgonj, Akhaura, Khulna, Narayangonj, Brammanbaria, Munsigonj, Rupganj,Keraniganj, Sonagazi, Joldhaka, Shibgonj, Maulovibazar, Modhupur, Faridpur as well as others places in Bangladesh.
                                                                                                                                               


Violence against Women and Children


Rape and attempt to Rape:         

During the reporting period a total 63 women and children were raped. Aong them 21 were women and 42 were children. Of them 5 were killed by perpetrators after rape. During the period 14 women and children were victimized in gang rape. Beside this, 4 women and 2 children in a total 6 people were attempted to rape. Among them 1 was killed after attempt to rape.

Acid Throwing:
                                                     
During the reporting period 5 people were victimized in acid throwing and 1 people was received thread of acid violence.

Molestation:

The world molestation means sexual harassment trough teasing, using abusive worlds, and disrobing. During the reporting period a total number of 78 women, adolescent girl and children were victimized in molestation in several places in Bangladesh. Among them 6 women and children were committed suicide and 1 of the children was attempted to commit suicide after victimized in molestation. Especially, during the celebration of Bengali New Year, at TSC Square of Dhaka University, 20 women and girls were victimized in molestation. Moreover, 1 people was victimized by the concerned doctor while she was admitted as patient and 1 was victimized by the policeman.

Violence Due to Dowry:

During the reporting period 36 house wives were killed and 25 were physically assaulted by the husband and the member of husband family due to dowry. Beside this, 9 number of house wife were committed suicide due to the repression of husband and his family members relating to dowry.  

Abduction and Trafficking:         

During the reporting period 105 people were abducted in different places in Bangladesh. Among them 5 were women and 49 were children and adolescent girls. Moreover, 2 girls were raped and 2 women and children were killed after their abduction.  Beside this,, 36 women and girls were rescued during trafficking. Among them 7 were women and 26 were children. Moreover, 1 adolescent girl was victimized in sex trafficking.
                                                            

Domestic Worker Repression:

During the reporting period 6 domestic workers were victimized in repression. Among them 2 were committed suicide, 2were victimized in suspected death and 2 were physically assaulted by the house-owner. Especially, 1 of them physically assaulted by a doctor and another one was physically assaulted by a policeman.

Suicide and suspected death:

During the reporting period 73 people were committed suicide in deferent places in Bangladesh. Among them 55 were women children. However, 9 house wife were committed suicide due to repression by husband and his family members for dowry, 14 house wife committed suicide due to conjugal dispute, 6 adolescent girls were committed suicide due to being deceived by her beloved and 6 adolescent girls were committed suicide due to psychological repression by the lecher.


Other Social Violence

General Killing and Injury:

During the reporting period 161 were fell in death in different social violence in several place in Bangladesh. Among them 9 were women and 6 were children. Meanwhile, 2732 people were injured due to different social violence. Moreover, 12 people were fallen in death due to mass beating.

Death due to Negligence and Dead Body Recovery:         

During the reporting period 9 people were fallen in death due to negligence as well as wrong treatment by the doctor. Among them 2 were women and 6 were children.  In the same time 76 dead bodies were rescued in deference place in Bangladesh. Among them 20 were women and 18 were children.  

Journalist and Human Rights Defender Repression:

Journalist and human rights defenders are considered as the conscience of the society. During the reporting period 28 incidents of human rights violation were committed against the journalist. Among them 1 child journalist was abducted, one killed, 16 were physically assaulted, 3 were threatened to kill, one was implicated false case, as well as one’s family members were attempted to kill by burning. Meanwhile, broadcasting of one electronic media (Channel-1) was ban by the government.         

Violence at Educational Institution and garment factory:

Political violence in educational institution has been alarming happening in Bangladesh due to increasing day by day. During the reporting period 21 incidents of violence were happened in several educational intuitions in Bangladesh. Among the incident 167 students were injured and one was fallen in death. In the same time, 8 incidents of violence were occurred at different garment factory in Bangladesh where 281 people were injured.

Violence against Law Enforcing Agencies: 

During the reporting period 9 members of law enforcement agencies were fallen in death in different incident including accident and164 were injured during discharging their duty. Among of them 43 were member of police, 10 are member of Border Guard of Bangladesh (BGB) and 11 were member of Rapid Action battalion (RAB).
