Human rights organization JusticeMakers Bangladesh is deeply concerned and outraged over the death of a female government employee in the custody of the Rapid Action Battalion (RAB) in Naogaon Sadar.
JusticeMakers Bangladesh calls for exemplary punishment for those responsible, in a fair trial according to the Torture and Death in Custody (Prevention) Act 2013, by forming a judicial committee to investigate the incident and identify the perpetrators.
The human rights organization believes that the death of a female government official in RAB custody is a grave violation of the basic human rights declared by the United Nations and provided for in the Bangladesh Constitution.
According to news published in the online version of the Daily Prothom Alo newspaper today, as well as reliable sources of JusticeMakers Bangladesh, it is known that on Wednesday, March 22, 2023, at approximately 10.00 am, a team of RAB detained Jasmin Sultana, an office assistant of the Chandipur Union Land Office of Naogaon Sadar Upazila, from Naogaon city's Mukti Mor.
Relatives of the deceased allege that RAB members admitted her to Naogaon 250 Shashya General Hospital on Wednesday afternoon when she fell ill due to torture in RAB custody. Later, when the victim's condition deteriorated, she was admitted to Rajshahi Medical College and, although she died in the morning of last Friday, March 24, her body was handed over to her relatives after Saturday afternoon. According to sources at Rajshahi Medical College Hospital, there is a red injury mark on the victim's head.
Founder Secretary General of JusticeMakers Bangladesh and prominent human rights lawyer, Advocate Shahanur Islam, strongly condemns and protests the death of a female government employee in RAB custody.
He believes that the death of a person in the custody of a professional elite law enforcement force like RAB is unacceptable. Advocate Shahanur Islam calls for a speedy and impartial investigation into the matter of the woman's death in RAB custody and the red bruise on the victim's head.
He also points out that despite the complete prohibition of torture in Article 35(5) of the Bangladesh Constitution, there are complaints of torture by law enforcement agencies at various times. Shahanur Islam feels that even deaths due to torture are happening all too often, which must be stopped.
Above all, Advocate Shahanur Islam urges the state to provide adequate security, necessary physical and psychological integration, and adequate financial compensation to the family of the deceased Jasmine Sultana.
At the same time, he appeals to the State of Bangladesh, the Chief Justice of the Supreme Court of Bangladesh, and the Chairman of the National Human Rights Commission to take necessary measures to ensure that the victim's family receives justice in the incident.

সদর উপজেলার চণ্ডীপুর ইউনিয়ন ভূমি কার্যালয়ে অফিস সহকারী জেসমিন সুলতানাকে আটক করে
। র্যাব হেফাজতে নির্যাতনে তিনি অসুস্থ হলে তাকে বুধবার দুপুরে র্যাব সদস্যরা
নওগাঁ ২৫০ শষ্যা জেনারেল হাঁসপাতালে ভর্তি করে বলে নিহতের স্বজনরা অভিযোগ
করে। পরবর্তীতে নিহতের শারীরিক অবস্থার অবনতি হলে রাজশাহী মেডিকেল কলেজে ভর্তি করা
হয় এবং গত শুক্রবার ২৪ মার্চ সকালে তার মৃর্ত্যু হলেও শনিবার দুপুরের পর তার লাশ
স্বজনদের নিকট হস্তান্তর করে। নিহতের মাথায় একটি লাল আঘাতের চিহ্ন রয়েছে বলে
রাজশাহী মেডিক্যাল কলেজ হাসপাতাল সূত্রে জানা গেছে।

পরবর্তীতে কিভাবে র্যাব হেফাজতে নারীটির মৃর্ত্য হয়েছে এবং নিহতের মাথায় লাল
আঘাতের দাগের বিষয়টি দ্রূত নিরপেক্ষ তদন্তের মাধ্যমে সত্যতা উদ্ঘাটন করার আহবান

আরো বলেন, বাংলাদেশ সংবিধানের ৩৫(৫) অনুচ্ছেদে সম্পূর্ণভাবে নির্যাতন নিষিদ্ধ করা
সত্ত্বেও বিভিন্ন সময় আইন শৃঙ্খলা বাহিনী কর্তৃক জনগনকে নির্যাতনের অভিযোগ পাওয়া
যায়। এমনকি নির্যাতনের ফলে মৃর্ত্যুর ঘটনাও ঘটছে অহরহ, যা এখনি বন্ধ হওয়া উচিত বলে
শাহানূর ইসলাম মনে করেন।

মানবাধিকার কমিশনের চেয়ারম্যানের প্রতি উদাত্ত্ব আহ্বান জানিয়েছেন।
