JusticeMakers Bangladesh in France (JMBF), a Paris-based human rights organization, is calling for a swift and impartial investigation into the incident of the police attack and immediate punishment following a transparent trial under criminal law for those responsible.
According to various Bangladeshi online newspapers published on 12th September 2023, pro-BNP lawyers initiated a protest march in front of the Dhaka Lawyers Association around noon. They were demanding the resignation of Prime Minister Sheikh Hasina. The police halted the procession when it reached the main road in front of the court. Subsequently, when the lawyers sat down on the streets, the police attempted to disperse them. At one point, the police resorted to using batons, resulting in injuries to at least 12 lawyers, including Mahbubur Rahman Khan, Dewan Ripon, Mojahidul Islam Sayem, KM Miraj Hossain, Saidur Rahman Sohag, KM Barkat Sabuj, Mahbub Alam Akhter, Shafiqul Islam, Zahirul Islam, and Haji Md. Mohsin, Kazi Panir, SM Humayun Kabir.
Advocate Shahanur Islam, the Founder President of JusticeMakers Bangladesh in France (JMBF) and a prominent human rights lawyer, has strongly condemned the police attack on the pro-BNP lawyers' protest march in Dhaka. Additionally, he urges the government not to impede lawyers' exercise of their fundamental rights, such as protesting, and also urges effective measures against all forms of police brutality.
In the statement, Advocate Shahanur Islam stated, "Article 37 of the Constitution of the People's Republic of Bangladesh, Article 20 of the United Nations Declaration of Human Rights, and Article 21 of the International Covenant on Civil and Political Rights grant citizens the right to peaceful assembly, an obligation the government must fully respect. However, the government has been persistently violating the country's constitution, international human rights declarations, and agreements by forcibly obstructing meetings, rallies, processions, and gatherings of opposition political parties, which is highly undesirable."
Advocate Shahanur Islam also pointed out that Article 35(5) of the Constitution of the People's Republic of Bangladesh, Article 5 of the United Nations Declaration of Human Rights, Article 7 of the International Covenant on Civil and Political Rights, and the International Convention against Torture and Other Cruel, Inhuman, and Degrading Treatment prohibit all forms of torture. Despite these comprehensive bans, the police have consistently subjected the general public, including opposition party political leaders, supporters, various professionals, and students, to torture. This has resulted in a grave violation of the highest law of the country, the Constitution, the Declaration of Human Rights, and other human rights agreements and charters that must be stopped immediately.

প্যারিস, ফ্রান্সঃ ১২ সেপ্টেম্বর ২০২৩- বাংলাদেশের প্রধানমন্ত্রী শেখ হাসিনার পদত্যাগের দাবিতে ঢাকায় বিএনপিপন্থি আইনজীবীদের বিক্ষোভ মিছিলে পুলিশি হামলায় ১২ জন আইনজীবী আহত হওয়ার ঘটনায় মানবাধিকার প্রতিষ্ঠান জাস্টিসমেকার্স বাংলাদেশ ইন ফ্রান্স (জেএমবিএফ )গভীর উদ্বেগ ও ক্ষোভ প্রকাশ করেছে।
উক্ত পুলিশী হামলার ঘটনায় দ্রুত নিরপেক্ষ তদন্তের মাধ্যমে অভিযুক্তদের চিহ্নিতপূর্বক অবিলম্বে ফৌজদারি আইনে স্বচ্ছ বিচারান্তে দৃষ্টান্তমূলক শাস্তি প্রদানের আহ্বান জানিয়েছ প্যারিস ভিত্তিক মানবাধিকার প্রতিষ্ঠান জেএমবিএফ।
আজ ১২ সেপ্টেম্বর ২০২৩ ইং তারিখে প্রকাশিত বিভিন্ন বাংলাদেশী পত্রিকার অনলাইন ভার্ষণ মাধ্যমে জানা যায় যে,আজ দুপুর ১২টার দিকে প্রধানমন্ত্রী শেখ হাসিনার পদত্যাগের দাবিতে বিএনপিপন্থি আইনজীবীরা ঢাকা আইনজীবী সমিতির সামনে থেকে বিক্ষোভ মিছিল শুরু করে। মিছিলটি আদালতের সামনের প্রধান সড়ক এলে পুলিশ বাধা দেয়। পরে আইনজীবীরা রাস্তায় বসে পড়লে পুলিশ তাদের সরিয়ে দিতে চেষ্টা করে। একপর্যায়ে পুলিশ লাঠিচার্জ করে। মিছিলে পুলিশি হামলায় মাহবুবুর রহমান খান, দেওয়ান রিপন, মোজাহিদুল ইসলাম সায়েম, কে এম মিরাজ হোসেন, সাইদুর রহমান সোহাগ, কে এম বরকত সবুজ, মাহবুব আলম আক্তার, শফিকুল ইসলাম, জহিরুল ইসলাম, হাজী মো. মহসীন, কাজী পনির, এস এম হুমায়ূন কবিরসহ অন্তত ১২ জন আইনজীবী আহত হোন।
ঢাকায় বিএনপিপন্থী আইনজীবীদের বিক্ষোভ মিছিলে পুলিশী হামলার ঘটনায় জাস্টিসমেকার্স বাংলাদেশ ইন ফ্রান্স (জেএমবিএফ)এর প্রতিষ্ঠাতা প্রেসিডেন্ট এবং বিশিষ্ট মানবাধিকার আইনজীবী অ্যাডভোকেট শাহানূর ইসলাম তীব্র নিন্দা জানিয়েছেন। পাশাপাশি এবং আইনজীবীদের বিক্ষোভ মিছিল করার মত মৌলিক অধিকার পালনে বাঁধা না দেওয়া ও সকল প্রকার পুলিশী নির্যাতন বদ্ধে কার্যকর ব্যবস্থা গ্রহণের জন্য সরকারের নিকৎ জোর দাবী জানিয়েছেন।
বিবৃতিতে অ্যাডভোকেট শাহানূর ইসলাম বলেন যে, “গণপ্রজাতন্ত্রী বাংলাদেশ সংবিধানের ৩৭ অনুচ্ছেদ,জাতিসংঘ মানবাধিকার ঘোষণাপত্রের ২০ এবং আন্তর্জাতিক মানবাধিকার নাগরিক ও রাজনৈতিক অধিকার বিষয়ক আন্তর্জাতিক চুক্তির ২১ ধারা একজন নাগরিকের শান্তিপূর্ণ সভা,সমাবেশ করার অধিকার প্রদান করেছে, যা সরকারের সম্পূর্ণরূপে মান্য করার বাধ্যবাধকতা রয়েছে, কিন্তু সরকার দীর্ঘদিন যাবত দেশের সংবিধান, আন্তর্জাতিক মানবাধিকার ঘোষণপত্র ও চুক্তিসমূহ লংঘন করে বিরোধী রাজনৈতিক দলসমূহের সভা সমাবেশ মিছিল মিটিং এ বলপূর্বক বাঁধা প্রদান করে আসছে,যা কোনভাবেই কাম্য নয়”।
অ্যাডভোকেট শাহানূর ইসলাম আরো বলেন যে, গণপ্রজাতন্ত্রী বাংলাদেশ সংবিধানের ৩৫(৫)অনুচ্ছেদ,অনুচ্ছেদ, জাতিসংঘ মানবাধিকার ঘোষণাপত্রের ৫ এবং আন্তর্জাতিক মানবাধিকার নাগরিক ও রাজনৈতিক অধিকার বিষয়ক আন্তর্জাতিক চুক্তির ৭ ধারায় এবং নির্যাতন এবং অন্যান্য নিষ্ঠুর, অমানবিক ও লাঞ্ছনাকর ব্যবহারের বিরুদ্ধে আন্তর্জাতিক সনদে সকল প্রকার নির্যাতনকে সম্পূর্ণরূপে নিশিদ্ধ করা হলেও পুলিশ নিয়মিত বিরোধী দলীয় রাজনৈতিক নেতাকর্মী, সমর্থক, বিভিন্ন পেশাজীবী ও ছাত্রসহ সাধারণ জনগণকে নির্যাতন করে আসছে। যার ধারাবাহিকতায় দেশের সর্বোচ্চ আইন সংবিধান,মানবাধিকার ঘোষণাপত্র সহ অন্যনান্য মানবাবাধিকার চুক্তি ও সনদসমূহ লঙ্ঘন ও অবজ্ঞা করে পুলিশ বিএনপি পন্থী আইনজীবীদের বিক্ষোভ মিছিলে হামলা চালিয়ে ১২ আইনজীবীকে আহত করেছে, যা এখনি বন্ধ হওয়া উচিত।
